Since 2011, this
beautiful world has seen numerous days of happiness and well-being, But in the
country of Syria, 400,000 people have lost their lives and millions dislocated
due to the ongoing civil war. Civil war took a drastic form when Syria was
exposed to chemical attacks in the year 2013 for the first time. Chemical
weapons are not only threat to lives in Syria but an attack on humanity and
peace on the international front.


The OPCW Fact-Finding Mission in Syria is a mission
of the Organisation for the Prohibition of Chemical Weapons (OPCW) to investigate possible use of toxic chemicals,
reportedly chlorine, in Syria. The
seventh report of the Organisation for the Prohibition of Chemical
Weapons-United Nations Joint Investigative Mechanism states three important

Firstly, the use of chemical weapons in Syria continues. It should be stopped
and condemned by the International community.

Secondly, the
situation with regard to the non-proliferation regime in Syria not only leaves
much to be desired but is also getting worse as chemical weapons are becoming
increasingly accessible and uncontrollable.
Lastly, all of the foregoing once against demonstrates the inability of the
international community to take preventive measures and identify all cases
involving the use of chemical weapons.

But, the JIM’s investigations of incidents of
alleged chemical use without on-site visits and criticised the non-observance
of the chain of custody, the failure to use all available methods and
methodologies of investigation, and the questionable credibility of the JIM’s
sources calls for more clarification on the details of the report and questions
its credibility.


Kazakhstan as a
mediator between the Syrian government and
warring opposition groups under the guarantees of Russia, Iran and
Turkey have been hosting the peace negotiations in Astana, Kazakhstan
since January 2017. These negotiations have resulted in creation of four
de-escalation zones in the region of Syria since then.


For Kazakhstan,
the fight against proliferation and the use of weapons of mass destruction
remains one of the most important priorities of its foreign policy. For that
reason, we are most seriously concerned about the current state of the
non-proliferation regime in Syria, as well as in the region as a whole. We must
recognize that the use of chemical weapons in Syria continues, with persistent
threats of chemical terrorism a grave reality.
